  1. Heat ghee in a non-stick heavy pan over low heat.
  2. Add condensed milk and milk powder. Mix until smooth.
  3. Cook on low heat, stirring continuously, until the mixture thickens and leaves the sides.
  4. Add saffron milk and cardamom and cook for 1 more minute.
  5. Transfer to a greased plate and cool until warm.
  6. Divide into 12 portions, shape into small pedas, and press pistachios on top.
  7. Cool fully before serving..
