  1. Boil sugar, water, cardamom, and saffron for 6 minutes. Keep the syrup warm.
  2. Knead khoya and paneer gently until smooth. Add multigrain flour, baking powder, and 2 tablespoons ghee.
  3. Add only enough milk to make a soft dough.
  4. Divide into 16 portions and roll into smooth balls without cracks.
  5. Fry slowly in moderately hot ghee until the outside becomes very dark brown, turning gently.
  6. Move the hot jamuns into warm syrup.
  7. Soak for at least 90 minutes and serve four per person..
